Has anyone not been able to use the upper portion of their screen?

Yesterday twice it happened. I couldn't pull down the notification shade, I couldn't click to type in address bars, etc. It seemed to fix itself after awhile. Even reboots didn't solve it which makes me think it's a Qualcomm thing
