I think no way to write CID and MID in the bootloader. If you can boot into the os, you can try to root with Magisk (without TWRP)

As I searched, I see i need boot.img. How to get?

I have twrp, but canot install twrp recovery. Nor install anything else while in download mode.

I found this rom, maybe will work.
It's ota update, but It is android 9 probably.

well, i passed the low bat problem.
now I can play
install twrp and so on ...

What I did
I installed a sniffer and got adress of htc download image. Downloaded to computer, extracted with ruu, got hosd file and flashed.
update not working because there is a header error, but at least I can flash recovery! Twrp or something. Thanks for the support.

Ok, finally managed to install good version.
How to do it.

First download a rom propper for your phone .If u have UHL, don't download anything else.
my case, i have EVE__001 type.
I modified it to htc_001 with the use of HTC_DevInfo_Tool

Used RUU_Decrypt_Tool and decrypted rom and asked, in options, to create rom.
Got file hosd_signed and flashed it under bootloader
Put 2PZCIMG.zip from out folder (in decrypt folder) to root of an sd card
booted to download mode with the card inserted, pressed up ... and everything worked.

I had this error too, I fixed it by flashing different hosd file (don't know if I made a mistake somewhere when changing cid and os version or if my phone just didn't like the ruu zip / the os version I wanted to flash )

In my case, I had hosd from Android 7 and was trying to flash 8 or 9.
