Help! Has "new" phone with build.prop DEVICE_PROVISIONED=1 been previously activated?

Checking out phone I just purchased as new (resale) on Swappa (should not have been activated ever). Among several suspicious things I found line in build.prop DEVICE_PROVISIONED=1. Doesn't that indicate that the provisioning apk has been run and therefore the phone was activated?

I know I shouldn't but i'm going to anyway. If the phone works and looks like new, does it matter? Also booting the phone and getting past setup will also trigger that, wont it?
