someone else bought it and gave it to me when they realized they got scammed.

Wish.com special “Note 21 Ultra” for $98. It finally arrived from China and I’m trying to find out what it actually is.

CPU says its a MT6889 Deca Core (actually MT6582 quad core)
Says it’s Android 11 ( actually 5.1 Lollipop )
Screen is 6.9in
Custom Build number: ALPS.L1.MP12.V1.2_HY6582.WEG.L1

dual sim + SDcard.
claims it has 768GB internal storage.
(google files app says 8GB internal storage so there’s some tom foolery going on)

I have root via Kingoroot but I’d like to find a compatible TWRP and ROM for it to get rid of any chinese spyware.

Also can't unlock the bootloader via fastboot commands. I send the OEM unlock command and the screen comes up to press vol up to confirm or down to cancel.

Vol Up does nothing. Vol down cancels.

Wondering why people think they can get for a few bucks ( $ 100 USD ) a midrange -phone what typically sells for $500 USD?

My recommendation: Don't waste more time with trying to convert this phone ( what only has 8GB internal storage memory and the worst it only has a 32bit CPU ) into a fully fledged mid-range phone. :)

The sole fact phone is way cheaper tells you it's fake. Don't really know what to tell you.
Even price is no guarantee. A lot of scams going on now. I spotted quit a few when looking for a N10+.
Rule #1, know your vendor. Look at reviews.
Closing scruntinize their product ad. It must have full specs. Know the phone you are buying and it's variants inside out. Do your homework!
Talk to the vendor on the phone. Always.
See what they say, sound like, etc. Anyone you can't contact by phone isn't worth the risk.
If there's any glaring red flags, exit stage right🤣

Just picked up a new N10+, it wasn't cheap but it was exactly as speced except it was running on Q not Pie. That was understandable though.

All the replies so far isn't answering my question. I KNOW it's garbage. But I want to just find a way to make it a spare terminal device I keep in my bag but without all the chinese crap on it.

to debloat the phone neither TWRP nor a Custom ROM is required: you said phone's Android got rooted what is enough to debloat the phone.

All what is needed is to establish an ADB connection between computer and phone, then by means of ADB mount phone's partition /system/priv-apps as RW, and afterwards delete the unwanted apps.

I know, But I was just trying to take the easier route and flash a custom ROM, and have a more updated version of android on it.

To flash a Custom ROM a Custom Recovery basically is required to achieve this.

I'm pretty sure a Custom Recovery suitable to your phone ( like TWRP / CWM ) doesn't already exists. But you can try to build a suitable TWRP at your own:
