Hi, I lost my IMEI's and tried everything to fix it. Ended up storing the phone and grabbing another note 9.
Someone did post a fix recently so I took out my no Network Note 9 after 6 months and tried it. It worked !
You need TWRP and a backup of your EFS partition (If you did any backup of your phone through TWRP try that) but only restore the partitions below.
" I wiped all partitions (except internal storage and SD card), then restored EFS, ODM, and ODM image partitions
only. Did not reboot to TWRP, simply went to TWRP home and restored all the other partitions (vendor, system, etc)."
