help restoring whatsapp chats from local backup

I am using Android 13 and i have a crypt14 file and tried uploading to google drive and restoring doesn't work and then skipped and clicked restore from local and also doesn't work
tried downloading v2.21.6.17 but had date issues so i couldn't access whatsapp
