install htc drivers
enable also usb debugging mode from settings
then proceed with htc dev site

no you don't need anything of these files
just make sure that in the hboot scren says fastboot usb

whats up with the device manager?
it says UNKNOWN USB DEVICE (DEVICE FAILED ENUMERATION)

as you said, the hboot screen says fastboot usb..
highlighted with red..
the options at that screen was

bootloader
reboot
reboot bootloader
power down

install these drivers

also make sure that usb debugging mode is enabled
This is common, and as @rzr86 suggested, try:

  1. Try all USB ports (especially 2.0)
  2. Uninstall HTC Sync
  3. Install Google USB Drivers
  4. Install HTC USb Drivers
  5. Ensure it says FASTBOOT USB
  6. Run fastboot devices
