Both are normal Oreo bugs. I have no idea what se Linux means, so better ask someone else
Pano might work, I've never tried. Slow mo won't work at all.

Has anyone else experienced this: No notifications for group MMS messages until phone has data connection?
I'm not referring to the manual download of extra content (eg image or sound file) which might be required after receiving a message notification while off-line, but rather I'm referring to missing notification for group MMS messages which don’t include any such content. Those notifications don't appear unless until I connect to a data network (which could be many hours after the message was sent).
I've been experiencing this in LOS on several devices for the past year or so and don't know if it is...
1) Just a limitation of that type of group messaging. (I typically use only SMS).
2) Something that could be tweaked/fixed by modifying APN (Will check with service provider).
3) A glitch or limitation of the LOS ROM (this seems very unlikely).

If anyone is updating to the latest lineage os, that comes out today or tomorrow, can someone tell me if it has September security patch merged?
I've not flashed it but from a look at the changelog (https://www.cmxlog.com/14.1/athene/) it seems that the last commit to make it into today's build was indeed the September security update: https://review.lineageos.org/#/c/LineageOS/android_build/+/227441/. Also, FWIW, there were about 20 other commits this week after some slow preceding weeks.
[EDIT] Confirmed in flash of LOS 14.1 Athene Sept 26 build that it includes Sept 5 security patch.

What rom exactly do you want to install cause there are some differences to avoid any issues.
What stock rom you have(baseband version), what device xt1643? You can provide screenshots of settings - about. It's recommended to use latest stock rom for your device variant.
Please give some more details about your actual device setup so we can help you.

Your rom and baseband are up to date.
To unlock bootloader and flash twrp recovery just follow the his guide https://forum.xda-developers.com/moto-g4-plus/how-to/guide-newbie-resource-thread-t3386584
Please use NOT the twrp from the guide, instead use the twrp recovery linked in resurrection remix thread https://forum.xda-developers.com/mo...surrection-remix-v6-0-0-t3747735/post75520747
Then you can install ressurection remix rom along with nano gapps according https://forum.xda-developers.com/mo...surrection-remix-v6-0-0-t3747735/post75520747
and magisk 17.2(don't use old supersu) afterwards.

In addition to strongst's detailed reply, a few things to be aware of:
1)Unlocking your bootloader will erase your device. There's no way to avoid this security measure, so back up your device as necessary (using cloud backups, copy files to your computer) before you unlock your device's bootloader.
2)You do not need root to flash a custom ROM. You need an unlocked bootloader and the appropriate version of TWRP. The version linked by the Resurrection Remix thread and strongst is unofficial - that unofficial status doesn't matter.
3)If you've unlocked your bootloader and flashed Resurrection Remix or other custom ROMs, you may notice that some apps (e.g. banking apps) may fail to load. This is likely due to SafetyNet (a Google security feature) failing which those apps depend on. You will need to flash magisk (as mentioned by strongst) to be able to use those apps. Be aware even magisk may not work in bypassing SafetyNet.
4)Make sure you have a copy of, or have a link to, the stock ROM that matches the build existing on your device. For you, here's the link for NPJS25.93-14-18 https://forum.xda-developers.com/moto-g4-plus/how-to/stock-rom-npjs25-93-14-4-march-1-t3608138 This is useful for troubleshooting.
