My problem is the same. But my phone not so slow. (After upgrading to Android 9 Pie got a glitch with SIM card - looped reboot if card is in the device, but if not - doesn't rebooting. Today i'm going to factory reset my phone with that glitch, if that doesn't help i will flash my nokia.) I have same model.
Searched the secure ways to downgrade Android 9 to 7 on the net - only flashing the device with the Online Service Tool.
(Warning!) If you do not want to lose your data on phone before flashing - please backup it to your computer or Google Drive.
If your device doesn't have any important data (photos, videos, apps, etc.) you can downgrade your Android 9 to 7.1 version with OST.
To enter the bootloader mode - 1) shut down the device || 2) connect your Nokia to the computer with USB || 3) press power and volume down buttons for nearly 10 seconds. But you should download official ROM for flashing.
