edit: FIXED. Android encryption at the setup wizard can be skipped, just search for android 9 frp bypass if you're having a similar issue now I can activate dev. settings and enable oem lock or whatever needed.
So I'm on Pie with relocked bootloader and s-on however can't go any further since device asks for password to proceed but device previously didn't have a password and we tried every possible password so can't proceed to settings or anything, trying to downgrade to oreo but doesn't work with relocked bootloader and cannot unlock it since I can't access to settings to enable oem-unlock so I'm stuck at this point waiting for your help.
BTW my oreo ruu zip is compatible I checked its id.
