Help Unlocking Bootloader Failed! (Htc dev)

Hello

hello to all the wonderful people of the community.
i am new to android scene.
i am trying to unlock bootloader but i suppose htcdev is down or i am doing something wrong
i got this token but its not goinng top the next step where i get a file emailed

I have an HTC Merge and I've went through the entire process twice and both times I got all the way through the process to the page where it said I was successful. My phone screen changed to the black screen asking if I wanted to unlock to use the volume up to select yes and then power button to enter. I was SOOO excited because after 3 weeks I thought I'd finally gotten it, but when my phone turned off and came back on its right back to the bootloader screen and still says it's locked. Any help or suggestions would be much appreciated.
