help with hangouts

So i noticed that when I get a mms the flash on my camera turns on and off rapidly. I am currently using hangouts for messaging and I don't know if this is an issue with hangouts or the phone so I was wondering if anyone else has this same issue or knows a way to turn this off. I am on stock rom.

So I was able to determine its not specific to hangouts but to my phone in general. Also it only happens when my phone's screen is off. Its as if its trying to act like a notification but instead of just vibrating or an LED its using my flash.
