I have tried to install xposed framework on my Moto g running cyanogenmod 12.1. I have flashed the android 5.1 version zip and it still says " xposed not installed"

daft question but you say you have flashed the zip, but have you installed the apk?
Yeah I have, if I tap on the 'framework' section, it says framework not active, does not support api 22 or your processor (i downloaded the android 5.1 xposed for api 22)
I'm using xposed-v73-sdk21-arm.zip from here, have no problem with it on 5.1

Does this zip work on all phones or just Moto Gs running lollipop?
It's dependent of the processor you have. This ZIP is suitable for Moto G. If you flashed other version, try to flash version that @eemgee said. After that, hard reboot your phone.
