Changing Imei is illegal but we do allow spoofing via the xposed module. This is a copy of xda policy on imei spoofing

Q: Do we allow IMEI Spoofing/Masking?*
A: Yes. Its allowed to post apps/Exposed Framework add-ons with this function. Mainly used out of privacy concerns. No talk about using it for illegal purpose ofcourse.
E: As long it happens on software level and the actual hard-coded Board IMEI isn't tampered with.
