Same happened to me. Stock Pixel XL, 128GB, Oreo. Even applied the latest September update but no dice.

Do the "Nova Launcher" fix.

1. Install Nova Launcer. nb. Play Store not installing anything for me, so downloaded the apk with Chrome (google for Nova Launcher.apk).
2. Allowed from unknown Sources
3. Opened Nova from App drawer (or can set as default launcher).
4. Hold down on empty space -> Widgets -> scroll the bar across to Activities. Hold down and drag onto home screen somewhere.
5. Scroll down to Setup Wizard and hold down on "SetupWizardUpgradeActivity".
6. Complete the setup options and candy!
Brilliant! The first few times this happened, it was cured by a reboot. This time nothing worked. I tried Safe Mode, clearing Cache. Nothing. Until this! I was literally backing up to do a factory restore. This was a last ditch effort. Lifesaver.

3 Months ad-free for you, my friend!

Works like a charm!

I had been frustrated trying to find a fix to this issue for several days and was going to resort to backup and factory reset. Then I found this solution. It worked like a charm and restored all system functionality. It just took my Pixel XL through the Google setup sequence without need for a factory reset and fixed my account info. THANKS!!!! Can we post this on a Google chat where it can more readily be found?

I have a Pixel XL 32GB, all 'stock'. I went to try the Nova Launcher fix, but there's no "SetupWizardUpgradeActivity" option under Setup Wizard. Has anyone heard of / found another way to avoid performing a hard reset?

I have the issue with just the recent button. I can't figure out what's stopping it from working, but an app I have installed and use is breaking it. I didn't notice it until this weekend, but have no new apps in that time period.

It should be there, you have to click the dropdown arrow to see it.

There is only one option under Setup Wizard, which also is not working... Do we have to use paid version to use this activity? Or its problem with the phone itself...

If you hold down the setup Assistant action, it'll launch.

Whoever figured this out, a million thanks! My mom's 6P had this problem and she couldn't get any notifications or emails. I was able to walk her through it over text messages, and everything works perfectly now.

Wow, this is one of those fixes that would be so hard to find just by trying things myself. Thank you so much! :)

This happened to my OP3T that was just recently updated to Oreo/OOS 5, rooted with Magisk 14.5. Not that I think that really matters, because it seems the issue is likely related to how android's device setup activity is triggered.

I experienced the same problem on my moto g running lineage os 14. I renamed SetupWizard.apk file in the /system/priv-app/SetupWizard/SetupWizard.apk to base.apk.bak and rebooting and then renaming it back to the original and rebooting again. But my setupwizard keeps crashing all the time. :/ I'm not able to get past the initial setup screen. Can anyone respond to the solution to this. Thanks!

I was having the same issue after doing something wrong with a manual update! I was trying to keep EX kernel and Magisk so I thought I messed up something deeper in the system. Thanks so much for the Nova Launcher fixing method! :D
