So I finally found a fix that allows ad-hoc networks on the Dell Streak 7 under Honeycomb 3.2 by piecing together info from a couple of Xoom threads on the subject.
I found the file in this thread...

Then I followed the following directions from another thread...
1. Backup your original wpa_supplicant found in /system/bin/
2. Extract the wpa_supplicant and save it to your SD Card or wherever you like
3. Turn off wifi (Probably not necessary but just to be on the safe side)
3. Move the modified Xoom 3.2 wpa_supplicant into your /system/bin/ folder
4. Long press and hold on wpa_supplicant and Change the permissions to rwxr-xr-x
5. Reboot
