I realize that this is no longer such a big deal given all the plans that have it built in and enabled, but if like me, you've got a plan that doesn't allow it, you can (after rooting) edit /system/build.prop , add this line "net.tethering.noprovisioning=true" at the end (well, anywhere), and hotspot works fine.
Have to use some restraint depending on data allowance of course, but it works well. Has better range than my wi-fi router. Sorry if this has already been covered here.
