how does case manufacturer release a case so close to the release date?

Depending on the OEM, they are provided one or more of the following:

Measurements
A blank model (most common from my understanding so they can use it for mold making)
A working late prototype model (this is also what is provided to wireless carriers for evaluation)

And those that don't wait often make basic errors. Piel Frama's LG G3 cut out case does not work properly with Quick circle functions.

Actually they are sent the exact dimensions via "Solid Works."

So basically since most cases are designed with Solid Works, all the case manufacturer needs are the dimensions and then violla....done deal.



Do case manufacturer get the phone before release date so that they can design the case or what?
