"Why FCC doesn't approve FM radio?what is the reason?"
They do approve FM radio. They don't just let every yahoo BROADCAST willynilly all over the commercial FM radio bands with a license.
Thank about it. If you and a couple of hunderd of your new best friends were all BROADCASTING on the same frequency as your local FM favorite station, what do you think you would here? Chaos, garbage, and not the station that had paid for the exclusive commercial license to use that frequency. And before you even ask, in most of the country there simply are no available FM frequencies that are unused.

And yet you can buy fm transmitters at any technology store in America that hooks up to a headphone Jack.

It's not an FCC issue. The Broadcom chip does not put out enough power to broadcast over the legal limit.

SOLVED - via alternate solution

I will keep it as short as possible. In short, you know Atrix 4G supports RTL2832 and SDR.

Above supports FM as well as DAB.

Programs f(SDR radios) working are SDRSharp and Wavesink. It is just not an out of box as well as very clever and portablee or mobile solution but at least if you want, you can do it.

I'm confused, Atrix4G has internally RTL2832 or has to be donged via OTG?

The Atrix does NOT have any kind of built-in FM radio chip.
I understand it has, but it's not conected or available to use it.

EDIT: What i've read it has a Broadcom BCM4329 module, wich provides Wifi/BT capabilities and it's FM capable too, so mmbika's solution is with a donge.

You're asking this 2 days after a fix was published in regards to a dongle, which is not a bt headset. did you not look at the apps that were recommended for this fix? it says dongle.

.....you can refer to the post that identifies how to solve the problem and search for the apps listed in that post in the play store instead.
Ahahaha, I think we should make a new FAQ, there is a lot a several questions that repeats in several post, specially in ROM threads.
I wasn't trying to be mean, but I just went and mulit quoted it, but mmbika did mention what apps to go use, and even if you just google them instead of going to the play store, you'll get the same answer. I initially googled and then found the play store links
