I've been searching around the internet to find a guide instructing how to boot my LG V30+ into recovery mode in order to wipe the cache partition of the device (I'm having issues with the notifications of the CNN app and nothing else seems to fix it). Has anyone successfully booted into recovery mode and if so how? ADB command? Button combination? Something else?

It should be: Turn Off Your device.
Now Press and Hold Volume Down+Power button for 2-3 Seconds Until LG Logo Appears.
Release the Buttons And Press and Hold them Again.
Hold the Buttons until the Recovery Mode Screen Appears.
Now You Are in the Recovery mode of Your device.

Unfortunately that doesn't seem to work for me. If I follow those steps the LG logo just keeps popping after a black screen continuously. Now if I release only the power button for a second while holding the volume down button I'm able to access a factory data reset -menu. The only option here is to delete all user data (factory reset). There's no option for wiping the cache partition or anything else.

This video shows the aforementioned process in YouTube

Usually recovery mode can be accessed like that on most of the Android devices. Even older LG devices were able to access recovery mode that way. However, I believe that starting with LG G6 fully-functional recovery can't be accessed with a key combination and only via ADB command (adb reboot recovery). Even then the recovery mode is severely stripped-down (basically useless) because it doesn't show different actions to choose from.

This video shows what I'm talking about, the device used in video is LG G6 but I tried that with my own LG V30+ and the results are exactly the same.

Now there might be differences between models from different regions (I believe that was the case with at least LG V20 because some regional variants didn't have the access to the recovery mode or fastboot mode) so maybe my South Korean LG V30+ has this limitation and some other versions of V30 or V30+ don't have this same limitation.

You can clear the cache through the settings menu of the phone (it was the only way I could find to do it). Settings->Storage->Internal Storage (if you have a SD card inserted)->Tap Cached Data->Clear Cache

Coming from Samsung devices mainly, I am used to doing cache clear through the recovery menu as well.

Yep, I'm familiar with that option and I'll do that next. However, I believe that's not exactly the same as wiping the cache partition. On the other hand some devices like Google's Pixels no longer even have a cache partition to wipe, because the cache is stored in /data/cache thus no option to clear the cache from the recovery. This might be the case with LG's newer devices as well.

To be exact I'm having issues specifically with CNN's news app (it's not showing notifications at all no matter what the notification settings are) and I've already cleared cache and data for that app plus reinstalled it numerous times. If someone else here is using the "CNN Breaking US & World News" -app (currently in version 5.8.1.) on their LG V30 or V30+ devices and are either receiving or not receiving breaking news notifications feel free to inform me. I'm trying to figure out if this is a general problem with the app combined with LG V30+ or just me. Other installed apps display all notifications correctly without any delay. On my Nexus 6P the CNN app works correctly.

This is the actual thread about this problem: https://forum.xda-developers.com/android/help/receiving-notifications-cnn-app-android-t3701616

I fought entering recovery just yesterday. It's very tempermental and I'm not sure what ultimately worked. I think I rebooted about 10-12 times.

There isn't much there though.

Below steps are for the VERIZON VS996

System recovery mode:
turn off phone (wait for the vibration after the screen goes blank)
press and hold vol down and power
when phone vibrates and the logo appears, release and re-press both volume down and power.
screen will go blank and the logo will come back up--don't release both buttons!
after a few more seconds, you get the recovery screen

the options are:
  • Continue Power up
  • Safe mode
  • Factory data reset
  • Wipe cache
  • Power down

and of course

Factory reset:
hold vol down and power
when you see the logo after hte vibration, release and re-press power.
You'll boot into the factory reset screen with only two options "yes" or "no (exit)"

The factory reset menu works for me just like you described, but it's starting to look like some regional versions of LG V30 and V30+ have the system recovery mode disabled for some reason. I'm unable to access it via ADB command and the aforementioned button combination. I believe you have the Verizon version of LG V30 (VS996) since Verizon is mentioned in your profile as service provider? I have the South Korean version V300K of V30+ (KT is the original carrier) because at the time I ordered it it wasn't sold in Europe.

yes, I have the VS996. I updated my post to clarify that.

On my Sprint V30+ (LS998) I don't need to do anything fancy with pauses while rebooting. I simply shut off the phone (I typically wait about 10 seconds after the screen turns off just to be sure everything has actually shut down), then hold down the Power and Volume Down buttons until the phone boots into recovery mode. Same process worked for my LG G4 as well; I would clear the cache after any OS update and maybe every 3-4 months as well.

I was unable to access the recovery mode with my AT&T V30. Never had this much trouble with an Android phone before. Has anyone with an AT&T version been able to access recovery mode? If so, what's the trick? I tried every method listed here and with searches. Nothing worked.

If you go to the factory reset, press power and volume down. Phone will go black, then logo, hold volume down and repress power button. Go through the factory reset saying yes and then you'll be boot to twrp, if you have it flashed, it boots to recovery and sends commands to reboot, but twrp doesn't listen to the commands.Only works for twrp.

ADB for LG V30 Recovery access

Make sure that ADB debugging is activated in developer options. Plug your phone up to your PC. Give the PC and the phone time to connect with ADB. You know it is ready when you type in ADB devices and your phone shows up. At this point, just type the command ADB reboot recovery. That should get you in ther. The command ADB reboot bootloader does not work for getting you into the bootloader though.
