Yes and this not work for me , my htc say he is LOCKED but with s-off maybe this make a problem?

yeap
if you have locked bootloader you can't perform fastboot commands that's why it doesn't work
but you said you are S-OFF
so you need a patched hboot

Ok , i have UNLOCKED and S-OFF now , but it`s still not work for me , i have hboot 1.27.0000

You don't need to do it in fastboot. A PC is completely uneccessary to change the splash screen.

You can do the entire process right from the phone using terminal emulator, or with GScript, which can automate the process for next time.

Works like a charm.

That guide also shows you how to make a new splash screen suitable for flashing. If you already have one ready to go skip to the bold heading that says FLASHING A NEW SPLASH SCREEN TO YOUR PHONE. You can skip the first part.
