The steps in the link will work for Redmi note 4 and also for other devices that has Google assistant.

If you don't understand the steps in the link, then try this:https://www.xda-developers.com/enable-google-lens-in-google-assistant-right-now/. Even though it's stated 'disabled by Google', the method will work as long you have Google assistant enabled in your phone.
It actually worked for me without clearing Google app data.
Tested on my Redmi note 4 (mido) running on omnirom 8.1, cardinal rom, lineage os 15 and aospextended oreo.
