how to know an unlocked phone

dear all
how to know if the phone is unlocked or not.
if it works on both t-mobile and At&t , does this mean its unlocked?

Yes if you are running a stock Samsung ROM. If you are running a custom ROM and the phone can connect to both carriers, the phone is unlocked.
