How to perform a Local Upgrade?

I am trying to update to 10.0.0.4 or 10.0.0.3 65AA, but there is no option for a local upgrade when I place the zip in the root directory of my phone.
Every CS agent from OnePlus is insistent there should be a gear icon on the Software Update screen but I don't see one. How can I perform a local update?

If you have the T-Mobile version there is no local upgrade option, you’ll will have to wait until a procedure comes out to convert it to the international software via msmtool.
