How to reset the cache for the SyncMLSvc app?

I am getting a com.samsung.syncservice has stopped error and app crash every time I try to update PRL and profile. I read online that you can fix it by clearing the cache for SyncMLSvc but I am unable to locate it in Applications > system app list. Does anyone know where it is, or how I can fix this crash so I can update my PRL. Apparently I need it to connect to the nearest tower and my reception hasn't been great
