Bro You just have to download N950U1 pie firmware N950U1UEU5DSC1 and also for N950F from updato website.
Then extract sec_omc.zip from the N950F firmware.
Factory reset your phone.
Flash the U1 firmware through odin.
Let it boot dont setup accounts just yet.
Now connect your phone to pc.
Reboot to recovery.
Sideload sec_omc.zip
Factory reset again.
Reboot.
( Make sure you have jio sim inside throughout the process )
I think you will get volte.

Installed stock sm-n950u oreo frmware with tmb and than combination rom > sec_omc extracted from 950f pie > sideloaded it > again flashed n950u bl,ap,cp only.....factory reset ... wipe cache.....and it worked

Than flashed pie sm-n950u1 firmware bl,ap,cp only and factory reset.....its working....CSC I GOT IS

I too have the same note 8 device, but Everytime i try the steps from the original post it fails at the last step.
My friend can you please specify detailed step to get volte in the unlocked (sm-n950u1) device

There is a YouTube link in 1st post check that. It works I had extracted when I had snapdragon variant. Now I m using note 8 exyn

Download the sec_omc extractor , it too contains steps for extracting the sec file.

Be cautious about the release dates and last four characters of the US firmware and indian frimware from which you are extracting the sec . The indian firmware should be younger than US firmware (indian firmware should have been released after US firmware ), but not more than one - two months. And the last four characters of indian firmware should be > than last four characters of US firmware.

As the csc and ap numbers and processor don't match, you won't get OTAs. You'll need to manually update. You won't lose data (but backup anyway). Check last few pages..

Flash the latest ap cp bl and "home csc" from pie for snapdragon and sideload the Indian csc again.
Your data should remain as is.
Back up to be safe.

This doesn't work for me ...
I have a unlocked ATT N950U ... Now currently on N950U1 (XAA) U5DSC1
Whenever i flash the combination firmware "AP" seperately my Note8 is stuck @ a black screen with its booting logo and serial number , and many random texts like Carrier : ATT , Cable : 1 etc ... doesn't go to binary mode . i can only move to Download mode from there , sometimes Recovery mode comes and i try the next step abd sideloading the csc file ... still after that same black screen ....

EDIT:I figured out factory reset after AP flash will solve the problem
If anyone is stuck in that screen Press and hold volume down and bixby ... it'll take u to recovery mode . factory reset from there

If you are on USB 3.0.. try USB 2.0 or another cable or another system. If it's pure stock, you can even use unmodified odin.

I tried with all the ports and even with unmodified odin but it went futile , now the only option left is trying this on another system .
And yes ,I even tried with the re-partition option checked but nothing worked .

It need not be v5, extract csc from latest indian firmware and sideload it.

4DSBA will work as it worked for me...
