This guy's guide helped me out quite a bit:

You'll need to install the same HTC USB Modem driver for both the HTC Diag unknown devices (regular and 9k). If you install them in order, the second COM port will be the 9k one, and that is the port you want to use to connect. I got my SPC (i.e. MSL) using that and wrote the 56013 PRL to my phone successfully. It took a couple tries with the PRL as it always seems to do, but it worked the second time after I turned mobile data off on the phone. Just reboot after writing it, and it should be there.

I have asked Sprint for MSL codes a bunch of times. Much easier than having to mess around trying to get it. Some reps are stupid & won't give it to you. Others will say they can't give you the code and then proceed to give you instructions to reset the phone which include the MSL. I asked my chat rep when I activated my one for it. Gave it to me immediately no fuss. If they are giving you a hard time, just say ok thanks and leave. Then just chat or call back it's pretty easy.

If a rep is giving you a hard time, just say you are hard resetting the phone & you need the ##786 reset code which is the MSL (just don't say MSL to the rep). Just depends on who & how you pitch it to the rep. I'm just not afraid to flat out ask for it.

Step 1: Open links for both the CDMADevTerm and the Drivers posted in the Youtube video.
Step 2: Download the CDMADevTerm (v2.85 methinks) and the HTC Diag Drivers in those links and extract them somewhere.
Step 3: Follow instructions in the Youtube video.

Try the other COM port if getting all 0's. I didn't try to mess with the simlock. I am shying away of screwing around too much due to the bricking risk, so the most I did with it was writing a new PRL.

That means you're free to write PRL. It doesn't mean the SIM is unlocked. PRL is preferred roaming list. Find the thread called "Every Sprint PRL" for all of the info you need. The SPC = MSL though, so you can use that in your EPST menu as well (##DATA#).

Chatted with Sprint today, and the rep refused to give me the MSL (specifically, stated that he could not give me any MSL information at all) yet he gave me a 6 digit code he claimed would work everywhere the MSL might be needed. Might this actually be the MSL and he just said it wasn't so he wouldn't get in trouble? or is this something entirely different?

I haven't gotten my msl for this phone, but my previous 2 phones msl codes were 6 digits. Either way, if it's supposed to work there's no harm in trying!

I told them I was an app developer and wanted to remove the proxies on my phone for testing, they have always gave it to me without a hassle.
