Mine was also stuck on the ! screen ater doing step 2....what fixed it was uninstalling htc sync and restarting the computer and running step 2 again.
No need to do step 2.
Download fake-flash. Rename recovery-clockwork-legend.zip to update.zip and push to /sdcard and start flash new ROM from it
(adb push update.zip /sdcard/update.zip)

recovery-clockwork-legend.zip

Download wanted ROM and push to /sdcard

reboot to recovery vol-down+ power
choose recovery.
when red exclemation sign press vol up+ power maby twice and select update.zip

Rooted :)

Thanks for a wonderful guide. Had no problems and use it. And my phone is now rooted:)

One thing, after step2, when u enter the custom recovery menu. U have to use the trackpad only to maneuver, if not u just jump over to the normal recovery menu.. I did that a couple times, before i figured it out..

Just mention it, so other noobs like me dont make the same mistake :p

You can try to install Rom Manager. Then run Fix Permissions from the app.

Attempting to root my Legend.

Started step1 and this is the output

c:\Root>step1-windows.bat
Legend Root Step 1

Erasing cache and rebooting in RUU mode...

< waiting for device >
erasing 'cache'... OKAY
... OKAY

About to start flash...
< waiting for device >
sending 'zip' (121756 KB)...

It's been sending the zip for at least 20 mins now - how is it suppose to take?

UPDATE

Well after like 30 mins it continued with this

Legend Root Step 1

Erasing cache and rebooting in RUU mode...

< waiting for device >
erasing 'cache'... OKAY
... OKAY

About to start flash...
< waiting for device >
sending 'zip' (121756 KB)... OKAY
writing 'zip'... INFOadopting the signature contained in this image...
INFOsignature checking...
INFOzip header checking...
INFOzip info parsing...
INFOchecking model ID...
INFOchecking custom ID...
INFOchecking main version...
FAILED (remote: 43 main version check fail)
sending 'zip' (121756 KB)... FAILED (data transfer failure (No such file or dire
ctory))

Rebooting to bootloader...

< waiting for device >

Disconnected the phone and tried powering it on, still appears to be OK, no root.

What do I have to do?

I had the same exact problem you had.
What i did was i downloaded another rom to downgrade my ROM version, then root again from Step 1.

Try this link first

Ya, tried that, on 1.31.405.5!

In the boot of a stolen police car
For the record, if anyone is doing this with the intention of loading a non-RUU ROM, it is possible to modify the final step of the process.

If you have already downloaded the ROM you intend to install, copy it to your SD card before starting the root process. Once you have wiped your device, simply select the ROM you want to use instead of "rootedupdate.zip". I tested this with Azure.
