Android patch level is May 1st 2019. I hope Pie is more up to date. As it stands we are near enough 3 months out of date.
I thought project treble was supposed to make updates easier to push out. Seems HTC just don't want to bother.

How do I know if my version will get an update?
I'm in the UK but bought a version from HK from Wonda mobile
I've never seen an update on this device and it's still on the 1st December 2017 patch
Can updates be regionally blocked ?

Is there a reliable way to change the region of the device, like from European to Taiwan ?
I read the topic about changing CID and MID but it said it was not successful in flashing a different region RUU.

I changed CID on my european device and after that succesfully flashed tw ruu...if you are reading carefully, it should be no problem

Have you tried manually searching for updates. I didn't get a notification, I've just been checking on the off chance an update is available.

Same here.
I'm in Greece but bought an HK version.
I'm still stuck on December 1, 2017 security update but contrary to your example I did get 1 or 2 updates back on January 2018 when I got the device.
Nothing much since then though.

Manually like go to About phone, software updates and see if something comes up?
If that's what you mean then yes I've been doing that for a long time but it always says I have the latest software installed.

If it is a region lock then there would be no updates. But the phone did update when I first got it in JAN 2018.
They may have changed something since then to block updates to certain regions. If you have access to a VPN that allows you to appear to be from the region the device was made for it might rule it out.

Honestly, I think it's just HTC being garbage with updates these days but a VPN would rule out region locking.

If it's a region lock issue maybe a VPN will get you around it?
Not at all!!! The fact that you receive the update depends on the version of the phone you have, not on the place where you are or pretends to be (with vpn). For example, I own a TW version and I'm in Belgium, but I received the update as every other Taiwanese versions of the phone! Because HTC always pushed tw version first. It only means they didn't push it yet on HK versions! Wherever you are, you won't receive it until they push it on your version!
If you wanna change that, you have to unlock your bootloader, be in s-off state to change your CID, it's like a localization identifier!
