What version TWRP? Try updating to latest 3.2.3.1

What version number nandroid? What version ROMs like Viper, etc? version numbers is important. If you flash an older version, it won't be compatible with newer firmware, etc.

Stock recovery is not an OS. It is just the stock version of the recovery partition (like stock version or TWRP). This can be confusing, I know. Since some other manufacturers will call a complete stock image (including OS) as "stock recovery". But HTC does it different, they call it "RUU" (ROM update utility).

Don't know what you mean by this? As mentioned, RUU is a recovery tool. How would this be an "RUU issue"?

Full wipe (default wipe in TWRP?) before flashing the ROM?

When you say "bootloop" do you mean the phone is rebooting itself over and over? Because that is what a bootloop is. Or is it just "stuck", staying on HTC logo screen, or going to bootloader instead of OS?
