HTC U11 Android 9 Pie OTA update

Hi! Can anyone help me. I have a HTC u11 phone with android 8 OS, i keep receiving the Android 9 pie OTA but after downloading it and processed the update will stop at 24 percent then revert back to the previous OS. I hope someone will help me.
