HTC u11 slow charging

Hi,
I have problem with my HTC u11. If I plug it in to charger when the phone is turned on it charging very slowly, but if I connect the charger when the phone is turned off and then i will turn it on the charging speed is normal. i have changed the usb port and the but that's was not helpful. maybe it's something with software?

I can tell I what worked for me, My charging was acting weird and my PC was not recognizing my phone at all, I tried 4 different USB C cables not one worked, I bought a quality Anker cable and it fixed everything. Hth
