If you flash the factory firmware, factory cust and factory preloader, is still possible to change cust without unloacked bootloader. However, it is not worth the effort, because If you want to change back, then you need again to downgrade to minimal factory version from main android version... And AFTHER that you can try to flash back the original factory firmware, cust and preloader... But it would be possible errors at flashing stage...That would be very complicated. If its still on Android 10.... Thats a no noIt is really amazing news. However, there is a chance we might get EMUI 12 still based on Android 10. We will see what happens.
In 2018 I had a Huawei P9. At that time, many people were waiting for the Android 8 to roll out for the P9. However, for some reason, Google did not give the license for the Android 8 to be rolled out with Google Mobile Services to this model. In the end, the Chinese models (which did not have GMS) received Android 8, all the models outside China did not, they remained on Android 7.
As we all know, currently Huawei does not have a license to use GMS on their devices. Therefore, it is quite probable that the P30 Pro might get EMUI 12 but it will still be based on Android 10. We will see.
