Question I am seeing an annoying notification

I am getting this annoying notifications with a beep sound randomly, it over writes on apps and even if I silence it through DND mode it doesn't stop, even in game mode which blocks all notifications and even calls it pops up in between game play do you guys have any idea how i can stop it, I tried even factory reset but it still persist I saw it even when I just started setting up the device after reset

Was this there when the phone was new?
Either it was present in the firmware or installed.
If installed a factory reset on Android 9 or higher should have purged it.

After factory reset you sure it was not inadvertently reintroduced from an outside source?
If not it sounds like the firmware is corrupted... reflash stock rom. Possible mobo failure.

It started 2days back, it showed up just in seconds after resetting and rebooting too, should I change my phone or can it get repaired?
