My guess is this is your problem. Something went wrong when you changed it. This is strictly a guess.

I bought a pixel 3, when connecting to a PC, an error is displayed that the usb device is not recognized, in the device manager it writes that the request for the device handle failed

have you installed google usb drivers?I have the exact same problem as the original poster! And i have it with 3 different Pixel 3. So it must be either somthing with Android for Pixel3 or Windows10. I am completely despaired, because i tried everything.
What i can summarize:
Google Nexus5X connects as expected and is fully accesible (by adb or windows).
Google Pixel 4 connects as expected and is fully accesible (by adb or windows).
Google Pixel 7 connects as expected and is fully accesible (by adb or windows).
But each of my three Pixel3 is not even recognized by Windows (they are just loading battery) or show the USB Connection notification?!
All have stock Android (two have Android 11, one has the latest Android 12, but also with the latest Version it doesn´t work)!

Of course. But meanwhile i think that maybe it is really a kind of defect of the phones USB-C port.
did it all, even changed the connector, on the computers available to me also everything was- Change the USB cable, and then try connecting again.
- Try turning on USB Debugging in developer options.
