"...there are 4 files and I don't know what I need to do..."
Me neither. Should I say: take file 1 and do this and then pick file 3 and do that?

These are download links for different firmware builds.

Do you remember how to enable the developer options to activate OEM unlocking? You have to tap 7 times on "build no."! This is the number for your download.

On computer:
1. Download platform tools from this link https://dl.google.com/android/repository/platform-tools-latest-windows.zip
2. Download Motorola drivers https://motorola-global-portal.custhelp.com/euf/assets/downloads/Motorola_Mobile_Drivers_64bit.msi
3. Download twrp https://eu.dl.twrp.me/evert/twrp-3.7.0_9-0-evert.img
4. Install Motorola drivers and reboot pc
5. Unpack platform tools to c:/ drive
6. Rename twrp to twrp.img and put it in platform tools folder
7. Open cmd in platform tools folder

On phone:
1. Download twrp from this link https://eu.dl.twrp.me/evert/twrp-3.7.0_9-0-evert.img
2. copy twrp to SD card
3. Now turn off your phone
4. Hold power button and volume down until your phone boots to fastboot mode
5.Now on PC in cmd type "fastboot boot twrp.img" twrp should boot
5. In twrp swipe to allow modifications and click on advanced

Here's a link to your boot.img:

Firmware build: XT1926-2_EVERT_RETEU_SS_9.0_PPW29.116-20-28

What you have to do:

1. copy boot.img + twrp.img to your phone's storage
2. boot TWRP via fastboot
3. go to "Install" and choose "Install Image" in the right corner at the bottom
4. select your boot.img
5. on the following screen choose "boot" and then "Swipe to confirm Flash"
6. repeat step 3.
7. select your twrp.img
8. choose "Install Recovery Ramdisk"
9. Swipe to confirm Flash

Done.

Well Something is wrong

Update:
Something is realy wrong

flashing is not working too
Don't use the "Minimal ADB/Fastboot tools"! Use the platform-tools by Google instead.
Unpack the ZIP, open the folder "platform-tools", where you can see the adb, fastboot etc. files. Type "cmd" in the adress bar of your explorer window and hit Enter. Then try again.

i tryed to boot twrp but it didnt work
Uninstall Minimal ADB and Fastboot, check if you have unlocked the bootloader and use >Google platform-tools<.

In addition to the comment "does not work", include the results of your commands.
Nobody but you can see them.

use 3.2.3-0 and flash it to the boot?
Did you ever heard of A/B slots? The Moto G6+ uses A/B slots and does not have a partition /recovery. Of course there is a recovery but it 's merged in the boot.img. So the boot.img is able to boot into recovery and also into system.

Your TWRP image is recovery only and isn't able to boot into system!

    ***

What will happen when flashing TWRP to partition /boot?
In that case your boot.img = twrp.img and will only boot into recovery.

How to install TWRP permanently on your device?
First of all you should have a look at https://twrp.me/motorola/motorolamotog6plus.html
TWRP provides an installation guide for every device and it´s recommended to follow these steps.

    ***

    Here´s a more detailed guide:

    1. In your case you have to restore the boot.img since it got overwritten by flashing your twrp.img to /boot.
If available use a backup of /boot. Otherwise flash the stock boot.img from your current running firmware version. Firmware builds can be found here:

(take care of your software channel, i.e. RETUS)

*** Be aware that by flashing your stock boot.img Magisk will be deinstalled from ***
your device and as a result of this you will LOOSE ROOT ACCESS!!

    2. Run
    fastboot boot <TWRP.IMG>

    3. On TWRP main screen go to Advanced => Install Recovery Ramdisk and pick the twrp.img:
