I am looking for firmware (not rom) to fix my device which is not working right now

Played with adb shell and by mistake delete some files

I dnt remember what I did exactly . I was extremely tired and phone was connected to adb. I deleted some files over adb shell and change the file system to vfat and install lineageos and gapp 7.1 arm pico.
Then phone stuck on logo and I placed hard reset power+ vul up .

Change
change the partition to ext4 and wipe all data and install same things. I WAS TRYING TO GET S-OFF while my phone is unlocked and s-on.(Looking to install nethunter )

Now on any installation phone says com.android.phone has stopped and google services framework keeps stopping and other apps (calender,luncher) too. No matter I change the rom or install gapp 7.1 arm super version.
Thats why I was thinking if I reinstall the firmware all the settings will be default as normal.

If you have any solution please help!!!!
I have no phone from last three days now

zip file is not working HTC__621

after download and push into phone using adb.
when I tried to install zip files from twrp recovery. It makes it twrp to return on main page.
or this is fastboot oem rebootRUU process ?

Looks like you already figured it out. But in the interest of completion (particularly, to makes sure others reading this don't make the same mistake), the firmware is installed by following the instructions given in the same post I linked. The instructions are at the bottom of the post, after all the firmware download links, so it may be easy to miss.

So yes, flash using fastboot in RUU mode.

Might go without saying at this point, but playing around with adb can be a dangerous thing, and one should be really careful when using adb/fastboot. It's not something to "play" with unless you know exactly what you are doing, and willing to live with the possible consequences.

You're not going to get s-off by messing around the way you did, unless you are some sort of expert developer (and probably still need to spend dozens or hundreds of hours looking for a working exploit). If you really want s-off, pay the $25 US for the sunshine app. It's the only working s-off method.

So did simply re-installing the firmware actually fix the problem? I'd be surprised if it did. Or maybe it was subsequent actions (or some combination of actions) which ended up fixing the issue (re-flash TWRP, re-flash ROM, etc.).

One question is this : The firmware I have downloaded , that can be a malware in built ? (hacker thing)?

if someone seeking for there firmware make sure you do :
fastboot getvar all on fastboot mode ;

The firmware.zip that you downloaded from the first link is HTC signed firmware, no malware.

The ROM zip that you have from the second link is NOT a RUU.zip, it is a custom made stock ROM zip which you can install with TWRP and it has no firmware in it.

You are not remembering correctly. It's s-on now, as shown in getvar, and doesn't go back to s-off (from s-off) unless you do so yourself. I have no reason to believe it was ever s-off.

Sunshine is the only valid working s-off method. It took highly experienced devs probably hundreds of hours to develop the s-off method. The types of questions you are asking on this thread, I can tell you don't have the knowledge to accomplish such a thing. I'm not trying to say anything bad about you, just stating the facts.

As mentioned in ckpv5's response, it's the official signed HTC firmware. Signed means with HTC's encryption, making it almost impossible for a malicious person to insert or change it in any way, without breaking the encryption. This would make it an unsigned firmware zip, which can't be flashed with s-on. So the fact you can flash this with s-on, and it's signed makes it probably one of the safest things you can ever flash on this device (from standpoint of malware, etc.).
