Can this be used on Alliance build 30 ND7 4.4 with a locked bootloader and safestrap?

As "bigmarry31" has stated, you can't use this recovery. If your bootloader is locked and you are on mj9 or higher, than you can't install a custom recovery of any kind, with the exception of Safestrap, which was a "god sent" by "hashcode".
Sorry about that but we have Samsung and Verizon to thank for that. This is why i am never going back to Verizon no matter how good the coverage is. For that matter this is my last Samsung device as well.
Of you plan on being on this phone for a while, and this is still an outstanding phone, I suggest you check out "Mobile Tech Video" out of Texas, to have your phone's bootloader downgraded. It runs about $75.00 and is well worth it. Than you can install a custom recovery of your choice and flash away. I had an issue where my phone got updated and therefore locked my bootloader down and I used their service. That was about a year ago now and my phone is still going strong. Check them out.

philz recovery archive?

Anybody know where we can get the latest philz recovery? Development has been stopped and the goo.im repository just takes me to a page that says "InvalidCust". I'm thinking of switching to TWRP, but wanted to have this for a fall-back. Unfortunately I deleted the original zip file from my download folder.

I suppose that absent the official repo, it never hurts to have a couple download alternatives

...

Attempting to revive a Note 2 on Verizon LTE i605

I know you are busy but I am trying to find your CWM for a note 2 on Verizon LTE that is stuck in a boot loop with the error "Unable to load the /efs file. Everything points me to download your PhilZ CWM recovery so that this partition can be restored and recover the phone.

I found this thread and have been attempting to download the CWM recovery file and only find blank or dead link? Is there a better recovery to use that is still available?
