That's not true....on my girlfriends s9+ she has the option and it works... She can apply the frames or remove them.... And she has the same os as mine.

After a reboot it becomes available. At least for me it does.

Sent from my Galaxy Note 8 using XDA Labs
Ok thanks. I just tried again with a reboot but still no change. Must be something else involved.

Might be a shot in the dark, but I'm wondering if it's somehow CSC-related too. I don't really see why it would be, but I've noticed other menu options can be different, greyed out, or altogether missing depending on which CSC I use (e.g. emergency alert settings and defaults vary by CSC, gif keyboard is missing on some CSCs like XSG, etc.).

Are you guys using themes?

Try using stock (default) theme.

I noticed on mine is greyed out too with custom theme applied but with stock theme I can change it.

Yeah but the fact that frames still show up on icons even though I choose to have the icons without the frames....

Do I need to install another maybe an older version of Samsung experience launcher?

Yes, but I just tried switching back to stock theme and nothing changed. Even after a reboot the option is still greyed out.

That's weird.

You'll can try clearing the Samsung experience home data and cache but this will reset all your home screens back to the way you bought the phone.

Or go to recovery and clearing cache

Worst case scenario do a factory reset.

Try applying default theme
Optional clear data and cache of Samsung experience home (this will reset launcher back to stock)(try without this step first and see)
Go to device maintenance and clearing the storage
Restart phone and see.
This way it will remove any left over themes
