Recovery:
  • Download GNT (Google Nexus Toolkit)
  • Boot phone into fastboot with volume up + volume down + power on
  • If you haven't backed up your internal storage, STOP HERE and see below
  • Use GNT to flash the most recent stock image for your device from Google
Backing up internal storage:
  • Open a command window and navigate to the GNT installation directory
  • Create a directory in the GNT installation directory called "sdcardbackup" or something similar
  • Execute "adb-toolkit.exe shell"
  • At the shell prompt, execute "mount /data" and exit the shell
  • Execute "adb-toolkit.exe pull /data/media sdcardbackup" to copy your sdcard data to the local directory. This may take a while.
  • Proceed with recovery.

Reproducing the issue:
Beginning with a fastboot factory flashed image that has been rooted/CWM'd:

  • Flash Vicious 4.1.1 JB AOSP V1
  • Flash Faux B9 kernel (also occurs with B8, and non-faux kernels)
  • Complete phone setup. At this point everything seems to be fine.
  • Reboot using power button menu option "Reboot" - Have not reproduced with "Power Off" and turning the unit back on

Result:
Phone hangs at Google screen. Attempts to recover with nandroid backups results in a boot loop regardless of formatting actions taken in CWM

... 5-min wait to edit my own post? ugh...
