Which ROM are you currently using? There isn't much difference between these firmware customizations anyway, especially not between the generic (unbranded) ones. However, if you really want to change to a different customization, there are two possibilities:
1) Download an FTF of the customization you want (if available) and flash it with Flashtool.
2) Root your tablet temporary (without unlocking the bootloader) and follow this guide to change your customization number. After that, you can update or restore with Sony PC Companion to download and/or flash the new customization. After flashing, the root will be removed again.

Yes it is. Those firmwares have only received the OTA update to 10.3.1.C.0.136 (with Android 4.2.2) now. However, there is another UK firmware for the SGP311 that has been updated to 10.4.B.0.577 (with Android 4.3): 'VMo UK_IE'.

I'm not sure what's the difference between 'Generic UK' and 'VMo UK_IE' anyway. Maybe someone who bought an unbranded SGP311 or SGP321 in the UK can tell which one he has?

On 30th December 2013, VMo RU_UA_KZ 10.4.B.0.569 R1C has been released.
On 6th February 2014, VMo RU_UA_KZ 10.4.B.0.569 R2C has been released.
R1C and R2C is the version of the customization package (= the part that makes it different from other 10.4.B.0.569 firmwares, e.g. bundled apps and settings).
If you check with Sony PC Companion, Sony Update Service or Sony Bridge for Mac, you will receive the update.

I'm asking cause i faced strange situation when i have installed prerooted 10.4.B.0.569 and now pc-companion says that an update is available, i looked up the http-request to server. There are R1C and R2C strings in it, but i don't exactly understand why it suggests updating

Well, since only the customization package for 'VMO RU_UA_KZ' has been updated (from R1C to R2C), it's not worth updating with PC Companion, as you would lose root.
