Installing ROM through "Apply Update From SD Card" ?!

Hi, I currently own my Moto G4 Plus with the locked Google account.
I think that because it is blocked I can not connect will usb actually generates errors when I try.

My idea: Download a custom ROM, and use the "Apply Update from SD Card" option in default Recovery.

However, this option will not reset and clean the system, causing the "Apply Update from SD Card" option to install a new "ROM" system right?

I need urgent help, I need to change the ROM and test if it will unlock ...

Hey!!! Calm down man, the thing u r talkin' about is nearly impossible, stock recovery with locked bootloader...
Before sharing some idea, first search about it on google and try to learn..
Locked bootloader means, whatever is in your Phone (Ur phone consist of several partitions containing data to make phone boot and use, also a partition to store data) must be signed with a key from OEM..
Plus, stock recovery... It can apply update from only those zips which are signed by OEM, any breakage to that signature results in OTA fail...
Plus, custom rom uses either no signature or custom signature
