When pre-ordering the Note 2, it asked me whether the device would be used internationally or not.
Not sure if that helps answer your question or not...

Does this mean that I can purchase a local (overseas) SIM card and use that or that I can bend over the counter and let Verizon have its way with my wallet while I pay their outrageous overseas roaming fees?

All other Verizon LTE devices with enabled GSM capabilities have been unlocked so that you can use local SIM cards when out of the country. While it has yet to be 100% confirmed with the Note 2, I don't see why they'd start doing it now (especially when major exclusives like the DNA that were just released are unlocked).
