invalid unlock my boot loader

Hi Guys today i bought my new moto z phone it's XT1650-05
i turned on OEM unlocking option on developer tools
and i followed this tutorial to unlock my boot loader but at the last step after entering my oem unlock key it says "(bootloader) invalid boot state"
fastboot oem unlock UICR577XVZ*****CH72Y
...
(bootloader) invalid boot state
OKAY [ 0.002s]
finished. total time: 0.002s

Same problem here with ΧΤ1605-05. I get the same :

OKAY [ 0.003s]
finished. total time: 0.003s

I think i find the problem.
On developer options -> USB debugging ON . adb devices find my phone.
When i restart my phone usb debugging is OFF.
I make full wipe data , wipe cache
On settings -> apps -> settings make wipe cache
But nothting.

Any solution ?
