Iphone: create apple id without credit card review

i know this section for android devices but i am not able to find the iphone section

as the question says I have successfully created an apple id but when I login into my apple id from itunes it ask me to review my
my payments method I do not have an credit card and my country is not listed at country selection option " i think it is restricted county "

I searched alot an none of videos help because the NONE option they talk about not shown to me

please help
