Is Sim Card Needed for OTA Android 8 Update?

I bought a display unit v20 from a ebay like site in Turkey. I didn't put my sim card in in case I return it. LG V20 couldn't find Android 8 update. It updated LG Home Launcher, but it still says you're on latest version for LG Home. Should I put SIM card first or LG update has been shutdown even for Android 8 update? Thanks.

Many people prefer nougat on the V20
Unless you have an app that requires Oreo your best to just root and debloat what you have now
