Yes, the phone (ZL) is very smooth (scrolling or otherwise). Its definitely smoother & faster than my previous phones (XS & Note2). Although, stock launcher may have occasional stutters (due to photo/weather widget) that can easily be fixed by an update (by sony), or by using modded xperia launcher or nova launcher.
Samsung flagships (GS3 & Note2) did have lag while unlocking lockscreen (approx. 2 sec delay) & lag in notification panel/toggles (if using a live wallpaper), can't say if that is fixed in the SGS4. Have no experience with htc one. But in general I like sony UI more than others.

Z and ZL have same CPU etc and same software

galaxy note 2 had a wake-up lagg, and xperia zl doesn't have that...But, that lagg was due to exynos processor...other than that it's smooth but sometimes a little slow down when scrolling on the homescreen using stock launcher.
The wake lag was due to S-Voice... Removed mine and no more wake lag ever.
you mean from the system or removed from the lockscreen? Because I removed it from the lockscreen but still had the slight lagg
