Can the touch wiz interface that come stock with samsung captivate be updated to 4.0 and if so how

On stock? No.
Check out some of the custom roms. I believe Saurom KK4 had TW4 on it. Don't quote me on that though.

I've used Saurom for a while, and I find it to be quite stable. Though battery life could be a bit better. Illuminance had the best battery life in my opinion but I'm not sure if the download links are still up.

You should also check Touchwiz 4.5, it's a modded version of the touchwiz launcher that works on a rooted Captivate (yes even stock).
