Flashed this kernel on NX rom and I think it bricked my Nexus 4. I can't get into recovery or bootloader. All that happens when holding power and/or volume buttons is the notification light flashing red

It is the galaxy note forum(n7000)! You flash it on nexus 4? Of course you get bricked for your device. They have different hardware and different manufacturer as well.
It is not surprise that you got bricked for your device.

I realize I shouldn't have done that but do you know any way to get into the bootloader or recovery? Flashing the wrong kernel shouldn't completely brick it, right?

Unfortunately my friend, it very potentially would completely hardware brick it. Have you tried hooking it up to the computer and seeing if you are able to send any commands to the device? Is it completely non responsive?

You may want to start a q&a thread in the nexus 4 forums about the issue, they are more likely to be knowledgeable about that specific device. They may have some advise.
