I've seen a lot of 4.4 builds for the S4 in each of the carrier branded phone forums, so idk what you are talking about. I even talked to one of the thread owners.Unless you got a phone that has the old pre-MF3 bootloader then you are stuck with a rooted stock, or using the very limited SafeStrap to run some custom 4.2.2 ROMs.
The T-mobile S4 was a good option, but the new Android 4.3 update for that phone adds a new locked bootloader for it as well.
Aside from the international version and the Google edition, almost all new S4's are pretty much completely locked down.
